The power of the “Christ consciousness” will not be allowed fullness until the member of the body of Christ have the fruit of the Spirit:

Ga 5:22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
23 Meekness, temperance: against such there is no law.
24 And they that are Christ’s have crucified the flesh with the affections and lusts.

God is going to express His glory on the earth for a thousand years and the body of Christ will rule and reign with Him, Re 20:6. Right now those who are called and chosen for that task are being developed and groomed for that role by the Spirit of God:

Col 1:12 ¶ and give thanks to the Father who has made us fit to receive our share of the inheritance of God’s people in Light. Weymouth

It is essential that those who will rule and reign with Jesus Christ to have developed the above mentioned fruit of the Spirit but also to have died to the lusts of the flesh. The leaders of today are not trained in this matter and that is why man, left to his own devices, can never effectively lawfully govern himself:
