The entire thing about the spiritual world of Vaikuntha is that you have total freedom there, so you don’t even have an external regulatory body there. By an external regulatory body I mean a physical body that gives us access to the range of sensual enjoyments we require here, without those enjoyments impinging on the freedoms of others so much.

So there are 8,400,000 different species of bodies we can incarnate in whilst we travel throughout this material universe in search of pleasure, with 400,000 of these being human species according to Hindu, Vaishnava, Sikh, Buddhist and Jain philosophical understanding, as given by the incarnations of Krishna and yogis who travel through this universe from the spiritual world.

The external material bodies, that we incarnate in here in this material universe, confine us all to some degree here due to the predatory and exploiting natures that each of the fallen souls has. This nature requires some form of limitation to be placed on the excesses of people’s more base desires. When souls in Vaikuntha act, voluntarily and sensibly in the interest of the common good, then although all possibilities are available, then to remain in the friendly association of Krishna is simply the obvious thing to do, and they gladly choose it; they are not forced.

There is so much freedom in fact, that souls are entirely free to do exactly what they want, but there are consequences, and when a soul, with their own free will, chooses to turn away from Krishna, who is like the sunshine is to the eyes, they lose their own self-knowledge as a part of the cosmic Godhead.

Krishna enables them to know themselves and their proper function within the cosmic body of Krishna, there being no other person with that quality in all of existence, as the spatial magnitude of Krishna is cosmic in size, whereas we are atomic in size, needing His substance surrounding us to provide our proper completeness of self-awareness.

So when a soul turns away from Krishna, as the Vaikuntha world itself is Krishna, then they choose to leave that dimension and go elsewhere, in that state of self- delusion.

Due to the desires born of their own free choice, they travel through all the worlds doing whatever they wish, and bodies are provided for them by Krishna to help them enjoy as much as they possibly can, as we are all parts of Him.
